Yes. Mailbox installation should follow the U.S. Postal Service standards for the type of box, support post, and set-back placement. Some mailbox types are prohibited in the right-of-way. If you are considering installing a mailbox outside of the U.S. Postal Service standards, contact the Engineering Department for more information.
The presence of parked cars on either side of these roads prevents plow trucks from traversing a cul-du-sac or backing out of a dead-end road. We ask that vehicles be parked in driveways when snow plowing operations are expected. Contact the Public Works Department at (262) 664-7844 to report an unplowed road.

Road paving is governed by the 5-year Public Works Capital Improvement Plan (CIP). This document typically changes from year to year. The Village Engineer presents the recommended 5-year plan to the Public Works Committee annually based on a pavement rating system to recommend to the Village Board which roads to include for reconstruction or repaving the following year. The Village Board determines the amount of funding for budget allocation to fund paving. If the paving recommended by the Committee is not fully funded, the 5-year CIP is reviewed and revised for the following year's budget cycle. Click here to find a list of road paving projects.

If the tree is in the Village right-of-way and is deemed a potential hazard, the Village will remove the tree at no cost to the property owner. If a fallen tree is located within a waterway and is deemed a significant impediment to flow within that waterway, the Village will agree to remove the tree and leave it on the property from which it was removed, pending written permission from the property owner.
Driveway culverts are owned by the respective property owner (those with ownership of the driveway crossing the culvert). If a property owner wishes to replace their driveway culvert, there is a required culvert installation permit administered by the Highway Department, which includes the Highway Department setting grades for and placing the culvert, but does not include the purchase and delivery of the pipe. Residential properties are billed a flat rate of $140.00 (rate as of 1/1/23) and not based consumption, meaning your bill is the same amount each quarter. As a residential property you do not need to worry about the “no active meter found” and “no usage history” portions of your statement. This information is only filled in if it is a Commercial property.
Commercial/Industrial properties are billed a standard commercial rate PLUS consumption if it exceeds the minimum allowed amount per meter reading.

Yes, a late fee of 3% per quarter will be assessed on any unpaid balance. Any delinquent balance remaining in the account by November 15th of each year will be placed on the tax roll with an added 10% fee.
In an effort to help keep operational costs down we have chosen not to include a return envelope for sewer bill payments. We feel that the percentage of envelopes that would actually be utilized would be minor compared to the number that would be sent out quarterly, resulting in money spent on envelopes that are never used. We do offer several payment options for your sewer utility bill that do not require an envelope and stamp:

2.) Pay your bill using our Direct Payment plan – your payment can be automatically deducted from your checking or savings account.
3.) Pay your bill using your banks online bill payment process.
4.) Pay your bill by electronic check or credit card through Point & Pay by visiting our website at www.mtpleasantwi.gov and going to the Sewer and Plumbing Department page. There is a nominal convenience fee charged by Point & Pay for this option. Credit Cards: $4.50 fee for $131.02 paid. E-Checks: Up to $10,000 paid is a flat fee of $1.50, over $10,000 paid is a flat fee of $10.00.

A building permit is required for all new building structures and for applicable remodeling and alterations projects. Projects that include new structures or additions to existing structures also require zoning department approval and engineering department approval as applicable. The building inspectors are available Monday through Friday, 7:00 am to 4:00 pm. Office hours are from 8:00 am – 10:00 am and from 1:00 pm – 2:00 pm. You can call us anytime from 7:00 am – 4:00 pm. Implemented in 2007 to replace funding via the tax levy and create a more user-based fee structure, this fee funds the operational and capital costs of the Village’s storm water utility. All properties produce storm water runoff and benefit from the operation and maintenance of Village-owned storm water management facilities. The utility has numerous responsibilities, such as implementing capital projects to address problems with flooding and other storm water drainage issues, adhering to and implementing State and federal permitting requirements, and cleaning, maintaining, replacing, and repairing Village-owned:
Residential properties, including single-family homes, condos, and duplexes, as of the 2024 Real Estate Tax Bill, pay the base rate (1 ERU) of $60.00.
Non-residential properties pay a fee based on their total impervious surface or total ERUs the property contains. One ERU = 3,000 sqft of impervious surface.
Undeveloped parcels and farmland, as of the 2024 Real Estate Tax Bill, pay $19.00.
Under Wisconsin state law, property assessments must be based on fair market value. Estimating the market value of a property is a matter of determining the price a typical buyer would pay for it in its present condition. Factors the Assessor considers include the recent sale prices of similar properties, the current cost of reconstructing and replacing the building, and the rent it may earn.
Market value is defined as the amount a typical, well-informed purchaser would be willing to pay for a property.
An Open Book period is held for several weeks after annual property assessment notices are mailed out in spring. During this time, property owners can schedule an appointment with the Assessor, and request that the Assessor change the assessed value assigned to a property.
After Open Book concludes, property owners may appeal their assessed value to the Village Board of Review. The Board will meet to hear testimony from property owners and consider their appeals.

The following improvements will likely increase the assessed value of a property: building additions, added rooms, new garages, renovating kitchens or baths, replacing wood or asbestos siding with vinyl or aluminum, and installing central air conditioning or fireplaces. General economic conditions such as interest rates, inflation rates, supply and demand, property sale prices, and changes in tax laws influence the value of real estate. As property values change in the open market, those changes must be reflected in the assessed values.
